Depends on how you see it, and your faith. That's what most modern though (assuming that you believe it exists at all) bases it as, but many see it as either a tribulatory entrance to the other levels of hell or simply as a separate ring, usually for those who are the majority innocent in their actions but not quite good enough to be full-blown good people.

Also some believe in the theory that if you are oblivious to God/Christianity and have never ever never ever ever heard of it, then you might be somewhat exempt from God's judgement and/or he goes easier on you.

My blind friend says that even if you are aware of it and go against God, he'll still forgive you because it just means that you're ignorant of his true existence and doubt him. It all seems silly to me.
